Marketing Support From Your Upline: What Medicare Agents Should Expect in 2027

Marketing is where a lot of independent agents feel most alone. Your upline gave you contracts and certifications, but nobody showed you how to get your phone to ring. That gap is one of the clearest ways to tell a real partner from a contracting desk.

I'm Justin Brock. Brock has helped agents serve 250,000+ Medicare beneficiaries, and most of those relationships started with good marketing. For the full 2027 marketing plan, including direct response versus brand and a 90-day plan, read Medicare Agent Marketing: The 2027 Playbook on justinbrock.com. This article covers what your upline should contribute.

Five kinds of marketing help worth asking for

1. A plan, not just a logo kit

Templates are nice. A plan is better. Your upline should help you decide which channels fit your market, your budget and your time, and how long to test each one before you judge it.

2. Help becoming visible locally

Many Medicare clients still want someone nearby. Your upline should help you set up and maintain a Google Business Profile, gather reviews the right way, and show up in your community.

3. Compliance review that does not kill momentum

Consumer-facing Medicare marketing has real rules, including the TPMO disclaimer under 42 CFR 422.2267 and the broader marketing standards CMS publishes in its Medicare marketing guidelines. Ask how your upline reviews ads and materials and how long that takes.

4. Follow-up tools

Marketing that produces leads you do not follow up on is wasted money. A CRM, automated reminders and simple text and email sequences belong in the partnership. See what we include on the Brock tools page.

5. Honest numbers

A good partner will help you track cost per appointment and cost per sale and tell you when something is not working.

What to watch out for

  • Marketing support that is only a lead program.
  • Templates with no compliance review behind them.
  • Pressure to spend before you have a follow-up process.

Frequently asked questions

Should my FMO help with marketing?

Yes. Contracts and certifications only matter if prospects find you. A good FMO helps you choose channels, build local visibility, review materials for compliance and follow up with the leads you generate. Marketing help is one of the clearest signs that an upline is a partner and not just a contracting desk.

What Medicare marketing rules should agents know?

CMS regulates consumer-facing Medicare marketing under 42 CFR 422.2260 and the sections that follow, including the TPMO disclaimer in 422.2267. FCC rules cover calls and texts. Rules change, so check current CMS guidance each year and have your upline help you review materials before you use them.

Is brand marketing or direct response better for Medicare agents?

Most agents need both. Direct response creates appointments now, while brand marketing builds trust and referrals over time. The right mix depends on your market, budget and goals. A good upline will help you test, track results and shift spending toward what actually produces clients.

What marketing tools should an upline provide?

Look for a CRM with appointment reminders, text and email follow-up, compliant templates, and training on local visibility tools like Google Business Profile. Ask which tools are included in the partnership and which cost extra, and ask for a demo before you sign.
