When MA Clients Want Medigap: Why Your Upline's Medigap Shelf and Training Matter

Every AEP, some Medicare Advantage clients ask about going back to a supplement. Sometimes it is easy. Often it is not, because outside a guaranteed issue window most carriers can underwrite. KFF found that nearly three-quarters of MA enrollees had a pre-existing condition that could lead to a Medigap denial outside those windows.

I'm Justin Brock. Brock has helped agents serve 250,000+ Medicare beneficiaries. For how to screen switchers, read Can Your MA Client Switch to Medigap? on justinbrock.com. This piece is about why your upline matters for these cases.

Why these cases need support

A switch done wrong can leave a client worse off: dropped from an MA plan and declined for Medigap. Getting it right depends on three things that an upline either helps with or does not:

  • Carrier access. Underwriting approaches differ by carrier. More appropriate options in your states give the client a better chance.
  • State rule knowledge. A handful of states guarantee Medigap access more broadly, and others have birthday or anniversary rules. Our Medigap birthday rules by state guide is a starting point.
  • GI right checks. If a client's MA plan is ending or leaving their area, federal guaranteed issue rights may apply. Our guide to when a Medicare Advantage plan is leaving explains the basics.

The rule that protects everyone

Never let a client drop their current coverage until the new policy is approved. A good upline reinforces that in training and in its tools.

Questions to ask an upline about Medigap switches

  1. Which Medigap carriers can I offer in my states?
  2. How do you train agents on state Medigap rules?
  3. Who helps me confirm a guaranteed issue situation?
  4. What tools help me compare Medigap and MA side by side?

Frequently asked questions

Can a Medicare Advantage client switch to Medigap anytime?

They can apply during certain enrollment periods, but outside guaranteed issue windows and protected state rules, most carriers can ask health questions and decline applicants. Screen the client first: check for a GI right, check the state rules, and review the carrier's health questions before anything changes.

What creates a guaranteed issue right to Medigap?

Federal guaranteed issue rights generally apply in specific situations, such as when a Medicare Advantage plan terminates or leaves the client's service area. A hospital leaving a network usually does not create one. Confirm the situation with the client's notice and current Medicare guidance before promising anything.

How does my upline affect Medigap switches?

Your upline determines which Medigap carriers you can access, how well you understand state rules, and how much help you get confirming guaranteed issue situations. Better access and training give clients more realistic options and help you avoid switches that leave them without coverage.

Which states guarantee Medigap access more broadly?

KFF reports that Connecticut, Massachusetts, Maine and New York guarantee Medigap access to people 65 and older year-round or annually. Rules can change, and other states have birthday or anniversary rules, so check the current rule for each client's state.
